A United Earth - establishing a global government

When contact with Terra Nova was lost in 2081 due to what Earth believed to be diplomatic problems at the time (in fact, the colony suffered from a natural disaster), the human need for colonization outside the solar system was dulled. Instead, they tried to concentrate on building up colonies and ships within the system itself. This was one of the reasons to start building the McKinley Assembly Complex orbiting earth.

 

On Earth herself, the unification was making huge progress. The Central-Asian Confederation marked the formal dissolution of the Eastern Coalition in 2085. The General Assembly of the New United Nations issued a resolution absolving the former states of their reparations and allowed them into the assembly. As this was exactly the progress required by the Vulcans, Earth was brought into contact with a Denobulan delegation in 2087. Because the Vulcans had been briefing the Denobulan delegation before, the Denobulans were impressed with the ongoing recovery of Earth. A speech in front of the General Assembly by a Denobulan ambassador referring to this development and including a praise of the Vulcan help caused turmoil amongst the delegates. They felt that the Vulcans behaved like being in charge of Earth’s interstellar relations. They approached the Vulcan High Command and the Denobulan Chamber of the People and demanded the formal exchange of ambassadors and that embassies should be established on Earth, Denobula and Vulcan. Having relied on bilateral relations and treaties that matched the exact needs of the relevant partners for centuries, formalized diplomacy was an uncommon concept especially for the Vulcans. Nevertheless, they found the proposal to be incredibly logical. Not only would this provide new guidelines in dealing with the “overall irritating emotional” humans, it also would mean to be able to restrain their interstellar ambitions.

 

The establishment of two alien embassies on Earth in 2090 was seen as a huge success. To the public it appeared as though the Vulcans had come to recognize Earth as an equal partner.

 

This shifted public opinion tremendously towards supporting an Earth-wide policy towards other species. Having a common foreign policy would mean to give away sovereign rights towards a supranational body. As the New United Nations were supposed to be international, legal experts called for a new concept in planet-wide affairs.

 

From 2090 to 2093, a huge constitutional convention drew up a United Earth constitution.

 

On 3rd January 2093, referendums in almost every state on Earth approved the new constitution. By 15th January the United Earth acting parliament was formed from the last New United Nations General Assembly, preparing worldwide elections. There were a few states in the former Eastern Coalition, e.g. the Republic of Guangdong that incorporated constitutions explicitly forbidding the possibility of the respective nation giving away sovereign rights to a supranational power. The laws, meant as a safety precaution against another Eastern Coalition would now exclude the countries from unity with the rest of the world. Working on legal ways to change their constitutions, they would coordinate their actions with the UE. In fact, legal issues didn’t allow the Republic of Guangdong to formally join UE until 2150.

 

The UE-Constitution included the Martian Colonies and the Lunar Colonies, giving them a voice in the parliament. The first prime minister of Earth was Sophie Amiot, French member of the constitutional convention. Giving important ministry posts to politicians from all over the world, she would later be famous for breaking with the tradition of the western states dominating world affairs after centuries of European-American rule.

 

One of the first moves of the new UE government was to make UESPA Earth’s primary military and logistical organization. Having a single authority that controlled human space activities was seen as another step necessary to impress the Vulcans.

 

UESPA formed two sections, the military branch, called Military Assault and Command Operations (MACO) and the logistical and scientific section, named Starfleet. They chose San Francisco as the suitable place for their headquarters, as this had been the city, where peace talks had made UE and UESPA possible. The initially favoured Paris had been dismissed, as UE government felt that it would be a bad symbol to keep military that near to a civil government.

 

Starfleet was equipped with the newly opened McKinley Assembly Complex including the first real dry dock. McKinley relieved the old and overused DY-Facility and provided enough construction space to build no less than 21 Warp-capable starships until 2119.
